It probably is a fake or a very early bad write up. The thing is over a year old.
Some times you get a little kiddie writing up a wish list. I wouldn't discount anything because you don't like it though. The NGE sound absurdly fake until it became true.
To be honest I haven't read it in a while and even then I probably didn't read much of it. Don't go killing the messenger if you don't like it.

Its not that I like or don't like it really. It just lists just about every single MMO design that is considered a no-no, including some that just don't work together at all.
Even the NGE made a lot more sense then it does, heh.
