I have some in my dantooine house at the lake, can put you on admin there so you can go an pick it up, its slightly outside city limits, but pick those items up if you want 'em

They're much more rare than they used to be. I've only gotten 6 so far and that's with some donations from Nis.

Not so sure that they're that much rarer as it is what people are shooting at and capable of shooting at. Stormtroopers seem to drop a lot, but missions against them either require multiple people or someone with buffs AND armor. Too easy to get multi-agro + one shot by a special attack.
Same goes for pretty much all the higher level NPCs that seem to drop them. One lunge attack from 30ish meters can one shot you even with buffs if you don't have armor, plus that lunge is a KD I'm fairly sure, so even if you survive that hit kiting quickly goes out the window. I manage to knock the mid-level NPCs on Dantooine out only because I have dizzy+KD and even then its by the skin of my teeth that I can pull it off. Decent carbines are almost impossible to find
